This paper presents the theoretical and practical foundations for the establishment and operation of a Community Fire and Rescue Experience Center in Hai Phong City. Grounded in directives from the Government and the Ministry of Public Security, and in response to the growing need for public education, the experience center model has been implemented to provide essential emergency response knowledge and skills through experiential learning. The paper analyzes the effectiveness of simulation methods, visual demonstrations, community engagement, and the role of the Fire and Rescue Police Force in shaping public perception. It also highlights key lessons learned in areas such as center organization and operation, social mobilization, international cooperation, and the application of modern technologies. The Hai Phong experience offers valuable insights for replicating this model in other localities across the country.

Based on an analysis of current legal provisions and the practical implementation of laws concerning compensation for damage to vehicles and property requisitioned for firefighting operations, this article proposes several measures to improve the legal framework in this field, aligned with the functions of the Fire and Rescue Police Force.

In urban firefighting operations—particularly in low-rise residential dwellings located in deep and narrow alleys—fireground reconnaissance poses significant challenges. In many cases, reconnaissance teams are unable to use interior staircases for movement, search, and rescue tasks. To address this issue, this paper examines the current conditions and difficulties involved in conducting interior reconnaissance in low-rise homes situated in these constrained environments. Based on the findings, the author proposes several tactical measures to improve the effectiveness of these operations in such settings.

This article examines key challenges and urgent requirements in fire safety and rescue (FSR) during the decommissioning and dismantling of offshore oil platforms, in light of the Song Doc platform fire on May 21, 2025. By identifying specific risks associated with such operations, the article highlights potential dangers in force organization, surveillance, and training. Based on this assessment, a set of integrated solutions is proposed to enhance the legal framework, strengthen technical capacity, improve coordination, and foster a safety culture—ultimately contributing to incident prevention and the protection of human life and the marine environment.

In the context of rapid urbanization, the proliferation of high-rise buildings, underground structures, and modern industrial complexes has posed substantial challenges for the Fire and Rescue (F&R) forces. Critical incidents such as explosions, structural collapses, or the presence of toxic and oxygen-deficient environments within confined spaces require F&R police to operate under hazardous, high-pressure, and constantly changing conditions. These operational realities underscore the urgent need for a system capable of continuous monitoring, early hazard detection, and timely support for firefighters encountering emergencies during operations inside buildings. To address this need, this paper proposes a solution for real-time data synchronization between the Firefighter Alert Safety System (FASS)—a sensor-integrated wearable device—and the centralized control unit. By continuously acquiring and transmitting data related to individual location, physical activity status, and physiological indicators, the system enables command centers to to effectively monitor field conditions, issue timely directives, enhance rescue coordination, and safeguard the operational safety of firefighting personnel.

Coal is among the groups of materials prone to spontaneous combustion. This phenomenon has been recorded during mining operations at the Na Duong coal mine (Lạng Sơn), Khe Bo (Nghe An), and Lang Cam (Thai Nguyen), among others. Such fires pose significant risks, are difficult to control, and adversely affect mining operations—particularly by increasing mitigation costs and reducing production efficiency. For this reason, it is essential to assess the spontaneous combustion propensity of coal to minimize its occurrence. Thus, this article aims to examine several methods for determining the spontaneous combustion characteristics of coal.
