The rapid advancement of the Fourth Industrial Revolution, together with increasingly complex security and social order conditions, has posed new and unpredictable challenges related to fire, explosion, accidents, and incidents in Vietnam. These developments require fire and rescue activities to undergo comprehensive improvement across all areas. In recent years, the Party and the State have consistently identified science, technology, and innovation as key driving forces for promoting industrialization and modernization, as well as essential solutions for developing the security industry and building a professional, elite, and modern People’s Public Security force capable of meeting the demands of safeguarding national security and maintaining social order in the new context. This article presents the role, achievements, and limitations of scientific and technological development and innovation in the field of fire and rescue; and proposes several solutions to advance science, technology, and innovation in this sector to support the development of the national security industry in the current context.

The article provides an overview of the fundamental orientations of the Party, the State, and the Ministry of Public Security regarding the development of the security industry. It also elucidates the initial strategic directions for security-industry products and services in the field of fire and rescue.

As the core force in fire and rescue (F&R) operations, the Fire and Rescue Police Force of the Thanh Hoa Provincial Police has always upheld its pivotal and pioneering role on the front line — undeterred by danger, promptly and effectively carrying out rescue and relief missions in service of the people, especially in emergency situations where human lives are threatened by natural disasters, accidents, or unexpected incidents across Thanh Hóa Province.

The article provides an overview of fire prevention and firefighting efforts in Dong Nai Province, particularly after the provincial merger. Based on the current situation, it proposes several solutions to ensure fire safety and firefighting effectiveness in Đồng Nai Province in the new context.

In the overall fire investigation activities, the coordination relationship between the Fire and Rescue Police force and other forces in the People's Public Security plays a crucial role, contributing to improving the quality, progress and effectiveness of the investigation process to clarify the cause and other facts of the fire to serve the process of concluding and handling the fire in accordance with the provisions of law. The article delves into basic theoretical issues such as: concepts, characteristics, principles, contents and issues that need attention to improve the effectiveness of the coordination relationship of the Fire and Rescue Police force in fire investigation.

This paper examines the requirements for developing applied scientific research competencies among cadets at the University of Fire Prevention and Fighting within the broader context of the digital transformation of the People’s Public Security Force and the fire and rescue sector. Drawing on an analysis of the current conditions at the University, international models, and relevant competency frameworks—such as the Digital Competence Framework for Educators (DigCompEdu) and the Research Skill Development (RSD) framework—the study proposes measures to strengthen cadets’ applied research capacity through the integration of digital technologies, simulation systems, artificial intelligence (AI), and the Internet of Things (IoT) into training activities. The findings are expected to contribute to the development of a modern, adaptive firefighting and rescue workforce capable of effectively engaging with digital systems for fire-risk management, monitoring, and forecasting in the era of digital transformation.

The growing accumulation of non-degradable polymers and the demand for efficient flame-retardant additives have motivated studies on their thermal degradation mechanisms. In this study, molecular dynamics (MD) simulations using the reactive force field (ReaxFF) were conducted to investigate the thermal decomposition of HDPE, PS, PP, and PI, as well as the effect of moisture on PA66, within a temperature range of 600–3000 K. The simulations revealed distinct degradation behaviors for each polymer and enabled the extraction of Arrhenius kinetic parameters for modeling their thermal decomposition. The obtained results enhance the understanding of polymer degradation pathways, providing insights into fire hazard evaluation and toxic gas generation, thereby supporting the design of safer and enhanced flame-resistant polymer materials.

The article approaches the prevention of the offence of negligent dereliction of duty causing serious consequences under Article 360 of the Criminal Code through administrative institutional design rather than increasing criminal penalties. It focuses on data-driven, risk-based governance, administrative capacity, and the implementation burden of supervisory officers; the standardization of fault assessment within the elements of the offense; and the governance of soft-law instruments via administrative control mechanisms. Grounded in reputable legal scholarship, this approach reduces uncertainty, mitigates hindsight bias, and establishes a legal safe harbour for officials who act in good faith and within their remit, thereby advancing sustainable crime prevention through administrative tools.

Vertical fire spread along the exterior Façade of buildings is one of the main factors contributing to the rapid growth and expansion of fires in high-rise structures. This paper identifies several common causes of this phenomenon and, based on reviewing previous studies, publications, and international standards, proposes several technical solutions aimed at limiting vertical fire development, thereby enhancing fire safety for high-rise buildings in Vietnam.

Quantum computing is widely regarded as one of the most revolutionary scientific and technological achievements of the 21^st century. The superior data-processing capabilities of this technology promise to bring significant benefits for the training of the People’s Public Security forces, ranging from professional simulations and support for scientific research to intelligent management. However, the rapid development of quantum algorithms also implies that existing cryptographic mechanisms may be compromised, posing a particularly serious threat to information security. This article analyzes the key opportunities offered by quantum computing, while focusing on cybersecurity solutions to protect training-related data within the Public Security forces, emphasizing the role of post-quantum cryptography, multi-level data classification, and the development of highly specialized human resources.

This article addresses the difficulties and hazards encountered in conducting search and rescue operations at structures collapsed as a result of earthquakes, and on that basis proposes several measures to ensure the safety of personnel engaged in search and rescue operations at earthquake-induced collapsed structures.

This article examines the legal provisions regulating societal engagement in fire and rescue, and on that basis analyzes the role of the State in improving the effectiveness of their organization and implementation.

In the context of the Fourth Industrial Revolution and the rapid development of artificial intelligence, applying science and technology in teaching and learning has become an inevitable trend. In state management of fire and rescue, especially in developing the movement of all people’s participation in fire prevention, firefighting, and rescue, technology application is not only a supporting tool but also a key component of the training process. Therefore, this article analyzes the role and current situation of science and technology application in teaching the course “Building the Movement of All People’s Participation in Fire Prevention, Firefighting, and Rescue” for cadets at the University of Fire Prevention and Fighting, and proposes several solutions to enhance the use of science and technology in teaching in general and in teaching this course in particular.
