Ngày 07/02/2026, tại Hà Nội, Bộ Chính trị, Ban Bí thư Trung ương Đảng đã tổ chức “Hội nghị toàn quốc nghiên cứu, học tập, quán triệt và triển khai thực hiện Nghị quyết Đại hội XIV của Đảng. Tạp chí Phòng cháy và chữa cháy trân trọng giới thiệu toàn văn nội dung chuyên đề “Nhận thức, tư duy mới về an ninh trong Nghị quyết Đại hội XIV của Đảng”, do Đại tướng Lương Tam Quang - Ủy viên Bộ Chính trị, Bộ trưởng Bộ Công an truyền đạt tại Hội nghị.

The University of Fire Prevention and Fighting - Ministry of Public Security is a higher education institution in Vietnam with the mission of training high-quality human resources, fostering knowledge, providing in-depth professional training, conducting scientific research, applying and transferring technology, and cooperating internationally in the field of fire and rescue, contributing to ensuring security and order, economic and social development, and international integration of the country. This article outlines the development directions for higher education and training at the University of Fire Prevention and Fighting to meet the requirements of tasks in the new context.

This article examines the current fire and rescue operations in Gia Lai Province, highlighting key achievements, existing limitations and shortcomings, and their underlying causes. On that basis, it proposes priority measures to strengthen fire safety across the province.

This article analyzes the issues arising in ensuring national security in the governance of universities currently offering international joint training programs in Vietnam. By clarifying the trend toward the expansion in scale, forms, and degree of internationalization of such joint programs, the article identifies potential risks to ideological, cultural, information, and social order security. Notably, international joint training activities may be exploited to disseminate distorted views, incite extremist thinking, and induce members of “Generation Z” to participate in unlawful gatherings, public disorder, and other activities that may further complicate the security and public order. Accordingly, the article highlights several key issues related to ensuring national security in the management of universities offering international joint training programs in Vietnam at present.

The issuance of road circulation permits for fire and rescue vehicles is an important administrative procedure in this field. This article examines the significance and role of these vehicles, outlines the relevant legal framework, and, on that basis, highlights several issues requiring attention in order to improve the effective implementation of current regulations on the issuance of circulation permits for such vehicles.

The article presents the development of hand signal system for communicating the usage status of self-contained breathing apparatus, drawing on international experience from fields with similar operational characteristics, such as scuba diving, as well as principles used in the development of sign languages for the deaf. This paper presents results from an institutional level research project, code: SNV.2024.T06.80.

This paper presents a comprehensive technological solution for designing and programming an electronic course file software specifically for the University of Fire Prevention and Fighting. Given the unique security requirements and the complexity of the training program structure of the People's Public Security higher educational institutions, the study applies a layered architecture using the MVC model on the Laravel platform. Specifically, the study delves into the technical analysis of database normalization and polymorphic relationships to address the problem of database bloat. Multi-level workflow automation algorithms and a closed-loop security mechanism are also presented in detail. Practical testing results show that the system operates stably, has high security, and excellently meets the training management requirements.

Huấn luyện, bồi dưỡng nghiệp vụ phòng cháy, chữa cháy, cứu nạn, cứu hộ vừa là yêu cầu mang tính bắt buộc của pháp luật về phòng cháy, chữa cháy, cứu nạn, cứu hộ đồng thời giúp nâng cao hiệu quả công tác phòng cháy, chữa cháy, cứu nạn, cứu hộ tại các các cơ sở. Người được phân công kiểm tra về phòng cháy, chữa cháy tại cơ sở là nhóm đối tượng cần được huấn luyện, bồi dưỡng.

Guided by the motto “Proactive – Timely – Coordinated – Determined,” the protective gear of on-duty firefighting and rescue personnel must remain in a state of readiness, ensuring durability in use. To improve the effectiveness of standby readiness, a team from the Fire and Rescue Police Division of the Hanoi Municipal Police conducted research and successfully designed and fabricated a “storage cabinet for firefighting and rescue protective gear”. The product meets key requirements for storing properly, thereby enhancing operational readiness and the effectiveness of firefighting and rescue responses in all situations.

The article examines the current state of fire and rescue management by commune-level People’s Committees in Hanoi. On that basis, it proposes several measures to help improve the effectiveness of the state management in this field.

The Law amending and supplementing several articles of the Law on corruption prevention and control in 2025 contains many important amendments and additions that address the shortcomings and limitations of the 2018 Law on corruption prevention and control, thereby contributing to improving the effectiveness of anti-corruption work.

Expandable graphite (EG) is a physical flame-retardant additive used in intumescent systems, where it plays a key role in forming a thermal barrier to protect the substrate. This study investigates the effect of EG content on the fire resistance of water-based fire-protective coatings. The fire resistance of the water-based coatings containing EG was evaluated using the UL94-V test method. The results show that the addition of expandable graphite can improve the fire-resistance performance of water-based fire-protective coatings. The most effective fire-resistance performance was achieved with the addition of 1.5 wt.% expandable graphite. The surface morphology of the char layer formed by the fire-protective coating containing expandable graphite was also examined. The findings provide a basis for further detailed investigation into the role of expandable graphite as an additive in fire-protective coatings.
