On August 4, 2026, at the Ceremony Announcing the Prime Minister's Decision on the Transformation of the University of Fire Prevention and Fighting into the Fire and Rescue Academy, Senior Lieutenant General Dr. Le Quoc Hung, Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Central Public Security Party Committee, and Deputy Minister of Public Security, chaired the event, and delivered an important keynote speech. The Fourth Industrial Revolution has created urgent requirements for comprehensive digital transformation in the higher education system, particularly in specialized training institutions under the People’s Public Security forces. The management of teaching dossiers is a key component of teaching management, contributing to training quality assurance and academic standardization. However, the expansion of training scale, together with traditional manual management methods, has created various bottlenecks. This article examines the theoretical foundations, legal framework, and current status of teaching dossier management at the Fire and Rescue Academy. On that basis, the study affirms the objective necessity of developing a specialized and software management platform that simultaneously meets the requirements of digital transformation and the information security standards of the public security sector.

Amid Vietnam's accelerating urbanization and industrialization, fire and explosion incidents have grown in complexity, causing severe human casualties and substantial property losses. The burden of post-incident recovery remains largely dependent on the state budget and spontaneous social resources, while the risk-sharing role of financial institutions, particularly compulsory fire and explosion insurance (CFEI), has not been fully realized. This paper assesses the current implementation of CFEI in Vietnam, identifies the root causes of its persistently low uptake and limited effectiveness, and proposes a comprehensive system of solutions to promote the effective enforcement of compulsory fire and explosion insurance in the coming period.

Education on fire prevention, firefighting, and rescue needs to be renewed in a more visual, accessible, understandable, and behavior-oriented manner. Promoting the role of KOLs and KOCs, alongside official dissemination channels, can contribute to expanding outreach, enhancing persuasiveness, and fostering a culture of fire and explosion safety. This article analyzes the necessity of engaging KOLs and KOCs, identifies potential risks that need to be controlled, and proposes solutions to effectively promote their role in communication on fire prevention, firefighting, and rescue in the current digital environment.

This paper introduces a software development solution designed to assist citizens, enterprises, and state management authorities in fire prevention, fighting, and rescue operations. By analyzing the scale and operational characteristics of existing facilities, the application generates guidance on fire safety regulations managed by the Police department, fully referencing current legal frameworks.

Fire prevention, firefighting, and rescue (FPFR) skills have been integrated into motor vehicle driver training programs, reflecting new demands for equipping vehicle operators with emergency response capabilities. However, existing studies primarily address this issue through the lenses of traffic safety, vehicle engineering, or general legal requirements, thus lacking in-depth analysis treating FPFR skills as a standardized learning outcome following the implementation of new regulations. To address this gap, this paper incorporates typical vehicle fire scenarios alongside preliminary survey results from select driver training centers. Furthermore, it analyzes practical challenges related to instructional organization, instructor capacity, practical training conditions, and inter-agency coordination mechanisms, thereby proposing feasible solutions to enhance the effectiveness of FPFR skills training for motor vehicle driving learners in Vietnam.

Manual access control using magnetic cards and physical logbooks at People's Public Security educational institutions is increasingly revealing limitations regarding speed, accuracy, and data storage capacity. This paper proposes the architecture and development of a pilot real-time face recognition system for smart access control at the Fire and Rescue Academy, based on face detection, face recognition, and object tracking modules. The model was deployed in a simulated control area equipped with two Full HD IP cameras and an AI server powered by an NVIDIA RTX 4060 GPU. The dataset comprised 120 individuals (20 staff members and 100 cadets), consisting of approximately 1,200 registered images and 35 videos collected over a five-day period. The experimental results achieved an average accuracy of 96.8%, an F1-score of 96.2%, and a processing speed of 21 frames per second (FPS). These initial findings demonstrate the feasibility of the proposed solution and serve as a foundation for further refinement prior to full-scale campus deployment.
