On September 5, 2026, at the opening ceremony of the 2026–2027 academic year, Lieutenant General, Assoc. Prof., Dr. Le Quang Bon, Secretary of the Party Committee and President of the Fire and Rescue Academy, delivered an important directive speech. The Journal of Fire Online, under the Fire and Rescue Academy, respectfully publishes the full text of his speech.

Resolution No. 18-NQ/TW on building a disciplined, safe, civilized, harmonious and developed society, and Resolution No. 22-NQ/TW on the National Security Strategy introduce new requirements for human security, risk governance, system security and responses to traditional and non-traditional security challenges. From an educational perspective, these requirements reshape the competency profile of fire and rescue personnel. This article identifies three major shifts in thinking, proposes a five-domain competency model, and analyzes four key issues for reforming training objectives, curricula, methods, instructors, infrastructure, and practice-based cooperation in Vietnam.

Community-based models within the All-People movement for fire and rescue in residential areas play an increasingly vital role in disseminating safety knowledge, skills, and fostering a community culture of fire safety, with significant contributions from civil defense forces. Based on clarifying the practical role of the Fire and Rescue Police in guiding and building the civil defense force to organize the activities of these models in residential areas across Hanoi City, this article proposes key solutions to strengthen the civil defense force. These solutions aim to enhance the operational efficiency of the models within the All-People movement for fire and rescue in the City's residential areas in the coming period.

This article analyzes fire prevention and firefighting practice at industrial explosives storage facilities in Dien Bien province; highlighting achievements and shortcomings and their causes. Based on this analysis, it proposes solutions to enhance the fire safety management at industrial explosives storage facilities in the province in the future.

This article focuses on analyzing the achievements in leadership and guidance of propaganda, education, and dissemination of knowledge and laws on fire and rescue in Hanoi. Based on this analysis, it identifies limitations, their causes, and proposes areas for improvement in future leadership and guidance.

This article analyzes the necessity of incorporating fire and explosion risk assessment as a component of state management methods for fire prevention, firefighting, and rescue; clarifies the basic elements for assessing risks at the facility; and explains how to comprehensively assess the overall risk of the facility. Based on this, the article proposes a roadmap for applying fire and explosion risk assessment in Vietnam.

This article focuses on discussing the theoretical and legal basis related to responsibility in ensuring fire safety for historical and cultural heritage sites. Based on this, it clearly defines the responsibilities of agencies in coordinating efforts to ensure fire safety for these sites, meeting the requirements of sustainable development.

This paper proposes a method for designing and organizing integrated teaching in mathematics courses at the Fire and Rescue Academy to meet the growing demand for practical application skills in the field. This approach is based on two main directions: (1) intra-disciplinary integration, which connects Calculus, Algebra, and Probability and Statistics to form systematic mathematical thinking; and (2) interdisciplinary integration, which links mathematical knowledge with foundational and specialized courses in fire prevention and firefighting. Through the design of teaching topics based on practical contents, such as heat transfer, fire dynamics analysis, and the optimization of firefighting tactics, the paper clarifies the potential of this approach to contribute to teaching effectiveness and the development of students’ quantitative reasoning and problem-solving skills.

Stakeholder feedback is a regular activity that plays an important role in ensuring and enhancing the educational quality at higher education institutions both within and outside the Ministry of Public Security. Over the years, the Party Committee and Board of Directors of the Fire and Rescue Academy have paid considerable attention to leading, directing, and effectively implementing stakeholder feedback activities, to build a teaching staff with good ethical qualities, a strong sense of responsibility, dedication to their field and profession, and in-depth professional expertise. At the same time, stakeholder feedback provides an additional source of information for adjusting, innovating, and improving the quality of education and training, as well as supporting the institution’s internal self-assessment and external evaluation processes. This article provides an overview of the current situation, evaluates the achievements, identifies existing deficiencies, and, on that basis, proposes several solutions to improve the quality of stakeholder feedback activities concerning education and training at the Academy.

The rapid growth of electric vehicles in Vietnam has increased the number of garages accommodating electric vehicles and created new requirements for fire prevention, firefighting, and rescue operations. This paper analyzes the fire hazards associated with garages accommodating electric vehicles, focusing on fire ignition, fire spread between vehicles, smoke accumulation in enclosed spaces, and challenges to firefighting and rescue operations. Based on a review of domestic and international studies together with an analysis of current Vietnamese fire safety regulations, the paper proposes measures to ensure fire safety, including early fire detection, fire spread control, smoke control and smoke exhaust, integration of building technical systems, and improved garage management and operation. The findings provide a scientific basis for improving regulations, technical standards, and engineering solutions to ensure fire safety for electric vehicle garages in Vietnam.

The development of Artificial Intelligence (AI) brings numerous benefits but also poses significant challenges to academic integrity and ideological security. This article examines the current state of AI utilization in learning Political Theory modules by cadets at the Fire and Rescue Academy. By identifying the risks of misinformation and psychological manipulation, the paper proposes a system of solutions to guide the ethically responsible use of AI. The focus is on enhancing data evaluation capacity, practicing cross-checking skills, and complying with digital ethics. This process not only helps cadets master technology but also contributes to firmly safeguarding the Party's ideological foundation in the new era.

Based on an assessment of the current state of coordination between the Fire and Rescue Police Agency and the Investigative Police Agency regarding the verification and handling of fire incidents, this article analyzes and clarifies the role and significance of this coordination and offers recommendations for the organization and execution of these tasks.

The development of science, technology and innovation is an urgent requirement for improving the effectiveness of fire safety and rescue in the context of urbanization, industrialization, digital transformation, climate change, and the emergence of new fire, explosion, incident and accident risks. This reality highlights the need to strengthen the linkage among the State, educational institutions, and enterprises in research, application and technology transfer serving fire prevention, firefighting and rescue. This article analyzes the basis and requirements of the “three-party linkage”, identifies several limitations, and proposes solutions to promote science, technology and innovation in fire prevention, firefighting and rescue.

Scientific research activities conducted by cadets at the Fire and Rescue Academy represent a top-priority, essential mission that directly contributes to enhancing cadet learning outcomes. This article emphasizes that cadet scientific research at the Academy has received increasing attention and continuous innovation in recent years, with a strong focus on fostering scientific rigor and creativity to achieve optimal results. The goal is to cultivate generations of fire safety and rescue specialists who are not only proficient in specialized technical knowledge and practical field operations, but also possess advanced scientific critical thinking to bridge the gap between theory and practice effectively. The paper evaluates the key outcomes of cadet research activities, along with the advantages and challenges encountered during implementation. Based on these findings, it proposes targeted solutions to further improve the overall quality of scientific research activities among cadets at the Academy.

Operating closest to the people and at the grassroots level, the commune-level police force is among the first to arrive at the scene of fires, accidents, or incidents and is among the agencies tasked with verifying and handling fires. Based on legal regulations, this article analyzes the current state of coordination between commune-level police and Fire and Rescue Police in the verification and handling of fires, with particular emphasis on the specific characteristics and challenges present in urban areas and industrial zones.
