Sự cố hóa chất nguy hiểm có thể xảy ra trong nhiều lĩnh vực, từ sản xuất, kinh doanh, vận chuyển đến sử dụng hóa chất trong đời sống. Đối với lực lượng Cảnh sát Phòng cháy, chữa cháy và cứu nạn, cứu hộ (PCCC&CNCH), nhận diện đúng hóa chất ngay từ giai đoạn đầu có ý nghĩa quyết định trong lựa chọn phương án tiếp cận, bảo vệ lực lượng, cứu người, kiểm soát hiện trường và phối hợp xử lý. Bài viết phân tích thực trạng, chỉ ra một số khó khăn trong nhận diện hóa chất nguy hiểm và đề xuất giải pháp nâng cao năng lực xử lý sự cố ban đầu cho lực lượng Cảnh sát PCCC&CNCH.

Abstract:

Hazardous chemical incidents may occur in various fields, ranging from production, business, and transportation to daily chemical use. For the Fire and Rescue Police force, the accurate identification of chemicals at the initial stage plays a decisive role in selecting response approaches, protecting responders, rescuing victims, controlling the scene, and coordinating response efforts. This article analyzes the current situation, identifies several difficulties in hazardous chemical identification, and proposes solutions to enhance initial incident response capacity for the Fire and Rescue Police force.
