Bài viết phân tích các vấn đề đặt ra đối với bảo đảm an ninh quốc gia trong quản lý các trường đại học đào tạo liên kết quốc tế tại Việt Nam hiện nay. Trên cơ sở làm rõ xu hướng gia tăng quy mô, hình thức và mức độ quốc tế hóa của các chương trình liên kết, bài viết chỉ ra những nguy cơ tiềm ẩn về an ninh tư tưởng, văn hóa, thông tin và trật tự xã hội. Đáng chú ý, hoạt động đào tạo liên kết quốc tế có thể bị lợi dụng để truyền bá quan điểm sai lệch, kích động tư tưởng cực đoan, lôi kéo thế hệ Gen Z tham gia các hành vi tụ tập trái pháp luật, gây rối, làm phức tạp tình hình an ninh, trật tự. Từ đó, bài viết làm rõ một số vấn đề đặt ra đối với bảo đảm an ninh quốc gia trong quản lý các trường đại học đào tạo liên kết quốc tế tại Việt Nam hiện nay.

This article analyzes the issues arising in ensuring national security in the governance of universities currently offering international joint training programs in Vietnam. By clarifying the trend toward the expansion in scale, forms, and degree of internationalization of such joint programs, the article identifies potential risks to ideological, cultural, information, and social order security. Notably, international joint training activities may be exploited to disseminate distorted views, incite extremist thinking, and induce members of “Generation Z” to participate in unlawful gatherings, public disorder, and other activities that may further complicate the security and public order. Accordingly, the article highlights several key issues related to ensuring national security in the management of universities offering international joint training programs in Vietnam at present.
